udge Wanda E. Adams Harris County Justice of the Peace Precinct 7, Place 1
Tuesday, December 2, 2025 

Wanda Adams was first elected as Harris County Justice of the Peace Precinct 7, Place 1, in 2020 after serving 7 years on the Houston Independent School District Board of Education and the limit of three two-year terms as a member of the Houston City Council for District D. Judge Adams is a native Houstonian and product of HISD, graduating as a basketball standout from Kashmere High School. She received an athletic scholarship to Texas Southern University, where she earned her bachelors of science degree in public affairs administration of justice and a master's degree in public administration.  As a public servant, Judge Adams has been committed to support for the homeless, veterans, the disabled, and mentally ill, and is a strong advocate for breast cancer awareness and women affected by domestic violence. During her role as Justice of the Peace, Judge Adams continues to help our less fortunate citizens by providing resources preventing citizens from becoming homeless. She has created her Beyond the Bench initiatives that help homeowners and tenants gain information on retaining their homes, by avoiding evictions, hosting job fairs and referring tenants weekly to HCC for education opportunities and job leads.

The Importance of Live Theatre and the Theatrical Arts in Our Community

Meet Kathryn Noser the President and lifelong patron of The Company OnStage. Having attended her first show at the age of four at The Company OnStage’s original home, St. John’s Presbyterian Church, she began performing with COS in Laura William’s Cinderella in 2006. Since that time, she has performed in and/or directed more than a dozen productions including Godspell, Snoopy!!! The Musical, Doubt, Snow White and Rudolph Rides Again. She joined the Board of Directors in 2008, established the Actors in Wonderland Summer Drama Program in 2010, and has served as President of the Board since 2014. Kathryn has also had the pleasure to work with other theater groups including, Main Street Theater for Youth, Country Playhouse, HITS Theater, ACE Theater and Upstage Theater. Kathryn is a 1996 graduate of Texas A&M University with a BA in Speech Communications. She works in Business Development for Vintage Underwriters and is a volunteer with VICTORY, a branch of the American Cancer Society, a member of the Bellaire Business Association, and a member of the board of the Westbury Area Improvement Corporation.

Meet Alan C Clark
METRO Chief Strategy Officer

Alan C. Clark is METRO’s Chief Strategy Officer. In this role, Alan is responsible for developing partnership opportunities which support both the investment priorities of METRO and those of partner local governments and agencies. The Strategy Group has primary responsibility for the development of coordination with the Metropolitan Planning Organization transit project programming, federal formula and discretionary grant applications, annual National Transit Database reporting, and FTA triennial reviews. Prior to joining METRO in March 2021, Mr. Clark was the Director of Transportation and Air Quality Planning for over 30 years at the Houston-Galveston Area Council. There he was the Director of the Metropolitan Planning Organization (MPO) and responsible for development of the region’s multimodal transportation plans. When Alan moved to Houston in 1981, he worked as a transportation planner for METRO and was an adjunct professor at Texas Southern University. Following his graduate work at the Ohio State University in 1978, he worked as a transit and traffic engineering consultant for a private consulting firm.

We’ve Simplified the Application for Home Repair Assistance

The City of Houston Housing and Community Development Department (HCD) has simplified the application for the Single-Family Home Repair Program, making it shorter, faster, and easier for homeowners impacted by Winter Storm Uri to apply for recovery assistance. 

Eligible Homeowners Could Receive:
*Up to $10,000 reimbursement for out-of-pocket storm repairs
*Up to $100,000 for home repairs (rehabilitation)
*Up to $300,000 for full reconstruction
